Planned Parenthood working to make California the USA abortion haven
By Jim Sedlak
Planned Parenthood has always seen California as the center of its abortion empire. Although Planned Parenthood Federation of America has its executive offices in New York City and a major lobbying office in Washington, DC, its abortion business is very much centered in California.
In 2020, Planned Parenthood had 563 medical centers across the country, but 107 (19 percent) were in California. Of the 563 centers, 387 committed surgical or abortion pill abortions. Of those 387, an even 100 (26 percent) were located in the state of California.
As you know, this year has brought many potential changes in abortion throughout the United States. First there was the new Biden administration—the most adamantly pro-abortion administration in our nation’s history. This fact led to a record number of states pushing numerous efforts to regulate abortion. Then came September 1, 2021, when the unique Heartbeat Bill—a law that allows ordinary citizens to sue abortionists and all who helped facilitate most abortions after a heartbeat is detected—went into effect in Texas. Add to this the fact that SCOTUS allowed the Texas law to go into effect and agreed to hear an abortion case concerning an abortion regulation law in Mississippi, and those who kill babies for a living began having conniption fits.
So, what does Planned Parenthood do? In early September, right after SCOTUS allowed the Texas law to go into effect, the Planned Parenthood Affiliates of California (PPAC) (the state public policy office representing California’s seven separately incorporated Planned Parenthood affiliates) began working in earnest with other pro-abortion groups and formed the “California Future of Abortion Council” (CA FAB). According to information on the California Planned Parenthood Action website, “The CA FAB Council will work in collaboration with researchers, advocates, policy makers, providers, patients, and key constituents to determine potential challenges in the state and recommend solutions that will continue to provide stability and sanctuary for both Californians and those who may seek services here from out of state.”
In other words, CA FAB is working to keep abortion facilities open in California and to expand abortion access in the state.
The Los Angeles Times took note of this new group and ran an article this week headlined, California makes plans to be the nation’s abortion provider in a post-Roe world. The article referred to the creation of CA FAB, saying, “In September, Planned Parenthood and groups such as Black Women for Wellness convened the California Future of Abortion Council with backing from influential Democratic leaders including [Governor] Newsom, state Senate leader Toni Atkins (D-San Diego) and Assembly Speaker Anthony Rendon (D-Lakewood).”
There is no guarantee, of course, that the Supreme Court is going to overturn Roe v Wade. But, in the end, that is not going to matter to Planned Parenthood. It is hard at work making sure that, even if, as predicted, half of the states banned abortions, Planned Parenthood killing centers will be churning out the bodies of aborted babies in California.
You may recall that pro-life heroes, David Daleiden and Sandra Merritt, recorded Planned Parenthood employees breaking the law and selling aborted baby body parts in California. The government in California is so corrupt that, instead of prosecuting Planned Parenthood for its crimes, the state attorney general Kamala Harris (now vice-president of the United States) went after Daleiden instead. Her successor as attorney general, Xavier Becerra (now Secretary of the United States Department of Health and Human Services) continued the persecution.
The Supreme Court of the United States can put an end to this, but it must do much more than just overturn Roe v Wade. What SCOTUS must do is declare what the entire country, indeed the entire world, knows to be true—that a preborn human being is a unique member of the human family and is entitled to all the rights enumerated in federal and state constitutions—including the right to life.
Until that happens, Planned Parenthood is working hard to ensure that California will always be the nation’s abortionist—killing preborn human beings, selling their parts, and getting paid to do it.

Planned Parenthood Greater Texas’ “Empowerment Kits”
Planned Parenthood is hurting in Texas. Most abortions after six weeks gestation are prohibited.
Suddenly, even though Planned Parenthood says that abortion is only 3-4 percent of its “services,” it says it is struggling.
In an effort to advertise its other products and attract birth control customers, Planned Parenthood of Greater Texas is handing out free “empowerment kits” at its facilities.
According to Planned Parenthood, empowerment kits contain condoms, one dose of emergency contraception, two pregnancy tests and information about the law. According to published reports, Planned Parenthood of Greater Texas, which operates 24 centers in the state, plans to distribute 22,000 kits by the end of the year.
Another Planned Parenthood affiliate in Texas, Planned Parenthood South Texas, is offering free emergency contraception pills until further notice.
The message seems clear, don’t stop having sex . . . just use our products. Those who read this newsletter know that emergency contraception acts in some cases as an abortifacient by preventing implantation of an already-created human being.
Clearly, Planned Parenthood is upset that it cannot continue to kill babies over six weeks gestation at its 10 abortion facilities in eight cities (Austin, Dallas, El Paso, Fort Worth, Houston, San Antonio, Stafford, and Waco) in the state.
It is hoping that the emergency contraceptive kits will serve as “loss leaders” to get people coming to its clinics.
Vermont schools provide free Planned Parenthood condoms to students
In 2019, Vermont governor, Phil Scott, signed into law the bill that mandated that all middle schools and high schools in the state make condoms available to every student for free. The law made Vermont the first state in the nation to mandate access to free condoms in public high schools and middle schools.
The law applies to grades 7-12. Schools also must give students information about how to use condoms properly. Furthermore, the school program must be inclusive of gender identity, sexuality, and ethnicity.
One report of the new program noted that schools don’t have to pay for the condoms; they are provided free by Planned Parenthood of Northern New England.
Here is the text of the law: “In order to prevent or reduce unintended pregnancies and sexually transmitted diseases, each school district shall make condoms available to all students in its secondary schools, free of charge. School district administrative teams, in consultation with school district nursing staff, shall determine the best manner in which to make condoms available to students. At a minimum, condoms shall be placed in locations that are safe and readily accessible to students, including the school nurse’s office.” (Added 2019, No. 157 (Adj. Sess.), § 4, eff. July 1, 2021.)
You will note that the law specifically states that the condoms are being provided to “ . . . prevent or reduce unintended pregnancies and sexually transmitted diseases . . .” There is no evidence that condoms will provide either of the desired outcomes on a long-term basis.
In the last issue of the WSR, we told you about Planned Parenthood’s first philosophy of promoting uninhibited sex. Planned Parenthood of Northern New England is using this law to get nearly free advertising for its promotion of sex among young people. As the source of the free condoms, Planned Parenthood has its name in front of the entire student body. Each student will be told, by school officials, of the work of Planned Parenthood for six straight years as he or she moves through the seventh to the twelfth grades. They will also be deluged with the idea that “it must be okay to have sex because the schools are providing the product to ‘keep me safe.”
Parents in Vermont need to be outraged. Parents in the other 49 states, and the District of Columbia, should see the signs that “they” are after your children and take the steps necessary to prevent similar laws from hurting your families.
States fighting Planned Parenthood rejoining Title X
In the last issue of the Wednesday STOPP Report, we told you about the Biden administration changing the rules so Planned Parenthood could rejoin Title X and start receiving the $60 million it lost due to the Trump administration. There is a correct way to change the rules. It is time- consuming, but it follows the law. The Trump administration did it right and it took them two years to make the change. The Biden administration couldn’t wait; they just by-passed the law and declared the rules changed.
This week, we bring you the news that 12 states are suing the Biden administration over this clear gift to Planned Parenthood. The twelve states are Alabama, Arizona, Arkansas, Florida, Kansas, Kentucky, Missouri, Nebraska, Ohio, Oklahoma, South Carolina, and West Virginia. The basis of the suit is that the new Title X rules “eliminates the 2019 Rule’s financial- and physical-separation requirements. It replaces those requirements with rules allowing Title X grantees to have no meaningful financial or physical separation between their Title X programs and their abortion services. The Final Rule also requires that Title X grantees provide abortion referrals upon request.”
The suit points out that “the Administrative Procedure Act requires that courts “hold unlawful and set aside agency action[s]” that are “arbitrary, capricious, an abuse of discretion, or otherwise not in accordance with law. 5 U.S.C. §706(2). The Final [Title X] Rule is both not in accordance with law and arbitrary and capricious.”
The remainder of the lawsuit explains why these statements are true and the courts should bar the administration from enforcing its new rules.
The Biden administration is going overboard trying to do everything it can to push the killing of preborn children on the American public and rewarding Planned Parenthood for operating the largest abortion chain in the nation (and funding. in part, Biden’s election campaign).
Take heart in the knowledge that nobody is giving up in the fight against Planned Parenthood—not people in the streets, not local and national pro-life groups, not pro-life legislators at all levels, not ALL’s STOPP, and certainly not pro-life states.
This Thanksgiving, let us be thankful for all who continue to fight for the lives of every preborn child—even as the Biden administration wants them all dead.
