I note that the United States Conference of Catholic Bishops has published an advertisement addressing the "sensible" nature of the Mexico City Policy and why Congress should maintain it.
Their advertisement asks that the policy, which contains exceptions for rape, incest and life of the mother, be supported because "the poor cry out for justice and equality, and we respond with legalized abortion."
However the USCCB does not indicate that in order to protect every preborn child from this menace, the exceptions contained should be removed.
And we wonder why Catholics are confused?
